As you will see, I have done the initial work on removing PCRE.
I'd appreciate it if people could check this to see its a reasonable
way of arranging things.
For Marc & dwmw2 (and anyone else doing distribution packaging), this
change is likely to break your builds (since you all patch PCRE out).
I suggest you get yourself prepared for it...
