patch to OS/Makefile-Base

The buildprocess (driven by Local/Makefile) does not stop if there
are any compile errors, this leads to the installation of a previously built
version (if there is any).

IMHO the OS/Makefile-Base should be changed that way, that in case of *any*
compilation error the whole machinery stops.

(Bugzilla component "Build process" is missing :-)??)
