There was a recent RFC on what Internet connectivity means, which
includes IPv6, so we have an argument in our favour any time we do make
the change.
We have a README.UPDATING which should get a warning of this sort of
change.
I think that the best way forward will be to pick a release, then in the
previous release's announcement mail include a note warning that the
subsequent release will enable IPv6 by default. We can do that in the
4.78 announcement and then enable in 4.79, if there's a general
consensus to go for it.
I'd be tempted to say that enabling IPv6 by default qualified
a release for a "0" - perhaps 4.80 ?
