Verified that you cannot add headers in the HELO acl.  Do we think this is
something that needs to be enabled?  You can always just set $acl_c* variables
with the content you want added and then add it later.  I think this is
sufficient if it's documented.  Am I the lone advocate of suggesting this in
the docs?

I have not adjusted the cond_forbids[] array to allow it and see if it actually
works.  I'll try this tomorrow.

I still would appreciate some votes for "document it as a limitation and leave
it at that" versus "enable this for HELO if it doesn't break/crash".  Or any
suggestions inbetween.
