Bounces usually include the original messsage (if configured and not over-long)
but no check is made of the line length, so it can exceed RFC limits.
If you apply the RFC limit on reception, you'll also reject the bounce you
generate when the limit is hit.
Suggestion: another option, cf. bounce_return_size_limit, to limit the
line length in generated bounces.
