Just for the record, we finally opted for enabling Exim support in fail2ban.
This gives better result for all brute-force attempts as they're soon cut off
and don't waste bandwidth.

Exim has several rate-limiting options, which I assumed (perhaps wrongly) you had considered before trying to play with exim code.
Fail2ban has the advantage that it can block an address permanently.
