Yes. The documentation could be read as suggesting the flag is stored with the
message, not with a recipient address item.

Coming to think of it, it would fit better in many configurations if this was
settable in the SMTP transport configuration. It only actually applies there.
LMTP for example will just dump the message as is, without using SMTPUTF8 nor
with downconversion. Moreover, the divergence between SMTP destinations which
do require downconversion vs. those which do not is likely already reflected in
the routing configuration.
