The title says it all:
When reaching a "fail" command in system filter the msg:fail:internal event
will be triggered. That is a desired and therefore correct behaviour.
However when reaching a "fail" command in a "normal" filter / filter file the
msg:fail:internal event does NOT get fired... I would guess this is a bug.
A patch is on its way already ;)
