Given how long the defect has been in place, it seems that passwords and usernames that start or end with a circumflex are at most very rare. I do think the proposed use of ^^^@ and ^^^~ as replacement means to specify the separator and quote a circumflex, respectively, could work, but agree the syntax is rather unwieldy.
