Recommend adding one sentence to the documentation in section 58.5 regarding
the SRS inbound_srs condition, at the very end:
"If the second argument secret is empty, the condition will return true if the
local part is in valid SRS format but no decoding will be performed."
This is implied in the later examples but not explicitly stated. The source
code in expand.c confirms this is intended behavior.
