As per the filter, TO and CC were filtered and while we trying BCC it is not filtering. So which means TO: and BCC: headers are not same. They were treating as different itself. Like @Jeremy Harris said BCC should have removed from the header from the sever itself. So in this case, we need to add the filter before removing the header from the mail. Anyone having the same situation and found any fix for the same ? Since customer is looking for blocking mails even if it is TO:, CC:, or BCC:.
