Yes, the perl module for dns resolution is diverted (both for observability and
for
regression-testing). Nonstandard port use was not a case considered.

The system resolver library API does not appear to support the case.
I suspect that trapping also the Net::DNS::Resolver->port call and
restoring the original perl use for those cases (losing the observability)
will be needed.  I am unlikely to be able to test this beyond confirming that
Exim's dns query path is not used.
