The same recommendation has been made over and over again, but you keep
ignoring it: take this to the debian exim users list. It's location is
documented in /usr/share/doc/exim4/README.Debian.gz, which is the first
thing you should read for any Debian package you are having difficulty with.
This is not a complicated problem you're having; it's just that the
Debian config files and build process are very different from the
standard defaults, and the solutions will be quite simple once you ask
the right people for help.
