Hi, thanks for the reply.

I did try "exim -bt" and it always accepts it because I'm testing from
the localhost (which is in my +relay_from_hosts).  I tried taking
localhost out of my relay_from_hosts but it still accepted it anyway.

Is there a way I can use exim -bt and simulate the message coming from a
remote host?  I couldn't see anything in the man page about this.

Yes, run a test using "exim -bt".
