That is where I did do it from.

I am seeing now that our firewall might be blocking port 25 for this address 
now.  I am trying to test it.

You have to do the telnet from the machine that's running exim, 
because relay-test.mail-abuse.org conducts the relay test against the 
telnet client's source IP.
