We aren't able to do that because for many years we have supported roaming users by recommending that they use their ISP's email servers to send email using their @cam email addresses. Of course we now support secure authenticated submission from anywhere, but we still have nearly 10,000 users with insecure settings... This is an area where general policies can make a significant difference to what is technically feasible.
