I just added rfc1413_query_timeout = 0s to my config and now it negotiates quite fast.
I still haven't resolved inside-outside port 25 problems. Why can't I telnet from the outside but I *can* smtp from the outside? I've double-checked there are no firewall rules, smtp connections are not using ssl or tls...
