That wasn't an answer to that question. I'll reask it for them. What are the permissions on the exim *BINARY*, that is, the actual exim program. (It'll probably be something like /usr/sbin/exim4 on Debian)? If you've ended up with the same crazy world-writeable stuff, then it's no surprise that it doesn't work properly. The system will disallow setuid on world-writeable binaries for security reasons.
