Hmmm, after reading the spec I'm confused too.

The docs specifically mention control = suppress_local_fixups as only
applying to locally submitted (non TCP/IP) messages.

But it doesn't seem to work in the non_smtp ACL, so I'm not sure how
it was originally intended to be used.
