Clever configs aside, they NEED a tool like procmail to do much else, likewise courier-MTA with maildrop. While you can use procmail with Exim, there is generally no need, as Exim has extensive 'beyond just MTA' filtering and mail handling already in its toolset. If you can do so, migrating to the Exim tools rather than carrying procmail on your back can make your overall installation simpler and easier to keep up with.
