This feature is only interesting if exim4 is used as Endnode. And there
you can write each emailaddress with errorcode.
At a relay this errormsgs shold only send to a admin....

But it should only a option... not more... why not?
This is only for harderrors like tls_required, quota or auth_faild
interesting.

Probably not only a message... a flag to which the errormsg shold send
and how would fine..

like

*       tls_required    "$server error, TLS required",u=m,a=f;

u=m     User gets minimum (like now)
a=f     Admin gets full errormessage

or

a=n     Admin gets no info
