Look at your 'DATA' acl section.

 >  8084 end of inline ACL: implicit DENY

IF no prior acl 'accepts', an acl section will ultimately 'deny' by default.

Adding a plain 'accept' as the last entry should temporarily clear this 
particular problem.

But what you really want to do is dig deeper and find out if that is what you 
want for ALL such traffic not previously rejected.
