Very nice. 
However, the readfile call is still needed, so it would read:

data = ${lookup{$localpart}lsearch{/export/mail/special_aliases} \
          {${if
match{$value}{\N^:filter:(.*)$\N}{${readfile{$1}}}{$value}}}fail}
