IIUC Perl uses an internal Unicode representation and The HTML::Parser package 
warns that it will decode entities such as é into that representation 
while some HTML text also contains UTF-8 sequences, resulting in messiness.

Are you running version 3.0.x? I think it's a bug that is fixed in 3.1.1:
