A good rule of thumb is that generally if exim doesn't make a variable available in a particular ACL, it's because it doesn't make sense to do so, not because exim is missing some important features. The docs are often light-to-non-exsistant on explaining _why_ a variable is only available in certain ACLs; you'll have to turn to the RFCs to understand that, usually.
