That would be great but in our case the
relation is: customer doesn't care why
they're not getting mail, MS admin
doesn't care about compliance => we'll
just pass the mail.

A reasonable rule of thumb for these
kinds of exceptions is: "if the offenders
say, 'we don't have trouble getting mail
to providers X,Y,&Z ,' then you have no
leverage and it's time to move on to
the next dragon."
