I am not all that sure it will. I also run -Rff yahoo.co.in and except for 
times when we send plenty of messages to Indonesia, it does not trigger 
other emails in queue (though there are about 40 messages there as of 
writing this email). At least, this is what I notice:

2006-11-06 18:50:00 Start queue run: pid=61528 -qff -R yahoo.co.in
2006-11-06 18:50:00 End queue run: pid=61528 -qff -R yahoo.co.in
