Yes. The file is full of placeholder values (grep for "DCsomething")
that need to be replaced with real values before the file is an
actually valid exim configuration.

No, update-exim4.conf will exit immediately since having a file
/etc/exim4/exim4.conf tuns off all Debian magic.
