I don't think you even have anything but 'intentions' on which you can hang a header until acl_smtp_data. acl_smtp_connect, acl_smtp_helo, acl_smtp_mail are mere 'conversations' between client and server as they establish their credentials, feature sets, and intentions. Even acl-smtp_rcpt is effectively still just a conversation between two parties trying to agree what amounts to a packing list for *impending* transfer of the as-yet-unseen 'goods' (message headers, body, attachments).
