Renaud is correct if the hotmail account is set to delete spam If you have control of the hotmail account you are testing to you can set the account to deliver to the junk folder and delete later this way at least you will know for sure what the status of your message is
you can then advise users of this requirement and that their contacts will need to put your users' address in their hotmail safe list to ensure delivery.
