Exim will on occasion seem to behave like this from the server's[1] point of 
view. If the client can't reach the lower MX (e.g due to routing issues, etc) 
it'll try the higher one. If it does reach the higher one, then the server 
will never know that the client did behave and try the lower one first.

[1] by server I mean the SMTP process receiving the mail.. by client the one 
that's sending it...
