This is also a very good way to frustrate anybody who tries to send you legitimate mail from a dialup.
I have prople on dial up that do communicate with me on a daily basis. They use their ISP mail exchange server. DynaStop blocks direct access dynamic IP addresses which is in the TOS/AUP of the providers it blocks.
