Quite likely there is no way to get Exchange to export the mails in a
useable format.  I recommend imapsync for this task - you'll need to get
a hold of everybody's passwords on both machines for it to work, or set
up a temporary password for all your users for the migration, but it
works quite well.  I recently migrated imap servers for similar reasons,
and imapsync managed to fully saturate the T1 we were pushing data over.
