I updated Wikipedia so it says 137%.  the expansion is actually 4/3 *
78/76 == 1.3684.  we set the limit to 29 MiB for Exim, but tell our
users the limit is 20 MiB.  (also notice that Exim erroneously uses "M"
to mean mebibytes, not megabytes.)
