does that ACL will block the email or just strip/delete the attachment?
can exim/exiscan do deleting the attachment and keep sending the email without 
attachment?
this way the recipient can know if he/she get an email with attachment deleted.

for OP, i suggest you to save the gif attached email spam to separate folder 
and learn spamassassin using bayesian filter. for more detail you can type 
sa-learn --help or read the man page for sa-learn
