Cryptography is not in focus of authorities. Those who sign can get
the idea of encrypting as well, which is not desireable from a
authoriy point of view. So everthing that makes cryprography harder is
good for them.

See the German signature law which has requirements that high that it
is effectively a signature prevention law.
