Jakob and Dan have told you how to fix your $if syntax. However, what
you're trying to do might be cleaner with a lookup, instead:

${if eq{$sender_host_address} \
  {${lookup{${lc:$sender_helo_name}}lsearch \
    {/etc/exim/heloips}{$value}fail}}}

where /etc/exim/heloips contains:

string1: XX.XX.XX.XX
string2: XX.XX.XX.XX
string3: XX.XX.XX.XX

Of course, my example would be much clearer if you hadn't obfuscated
your original question:
