RFC1912 is informational only, there is no "requirement."

That said, a lot of spam comes from hosts without proper reverse /
forward DNS.  I would guess that nowadays 98%+ of legit mail servers
pass the DNS test.  So if you reject on that basis, you won't lose
much.
