I wouldn't say that. In my experience 1/4 of the users tend to happily let (one of) their mailbox(es) grow to sizes nearing 1 GB and beyond (consider the hard limit in debian's stable uw-imap being 2 GB). Causing slow performance, webmail time outs and all that. It's interesting to see the various ways people are able to abuse email and that email servers and related tools are still coping.
