If you are referring to /etc/email-addresses on a Debian system, the
file is supposed to be root:root 755. If you insist it not being
world-readable, make it readable for Debian-exim.

telly:exim 600 is not supposed to work at all.

If you are not talking about Debian, give more details about your
configuration.
