The MX record for whatever.com is oogieoogieboogieaaaxxx.com and it
seems the server there doesn't answer.
telnet oogieoogieboogieaaaxxx.com 25

telnet: Unable to connect to remote host

So if sender callouts are configured on your smarthost, it is normal
that verification fails, but it should fail with a temporary error.

mail.whatever.com doesn't seem to exist.
