To make a router run only for some senders (that is, based on the SMTP envelope sender), use a "senders" router precondition: see http://www.exim.org/exim-html-current/doc/html/spec_html/ch03.html#SECTrouprecon and http://www.exim.org/exim-html-current/doc/html/spec_html/ch15.html .
