I'm not saying that Ubuntu shouldn't provide their own support for all the packages they ship, but as I've pointed out several times before, any diff between the Debian and Ubuntu versions of a package should be available from http://packages.qa.debian.org/e/exim4.html; currently there is none. Furthermore, I expect the Ubuntu folks to document their changes in changelog.Debian.
