Use "reject" instead of "drop". It'll help prevent woodpeckers hammering away, as they're more likely to terminate their connection properly instead of saying to themselves "oh, it failed and the connection went away, I'll try again". Unfortunately, having a spam/ham ratio of approaching 1% is common these days. You need multi-layered filtering to make it go away. I'll hazard a guess that the frozen messages are bounces which can't be delivered, right?
