It appears that all of the messages are waiting for the sub process to finish 
delivering to my mail relay (also running exim). I can see 11 processes waiting 
to finish

([email protected])

On the mail relay, I only see four connections and not the 11 I would expect!

32158 handling incoming connection from [192.168.1.9]
32225 handling incoming connection from [192.168.1.9]
32380 handling incoming connection from [192.168.1.9]
32757 handling incoming connection from [192.168.1.9]
