If you are DELIVERING a large amount of email, you might want to look at 
postfix instead of exim as it deals with large queues much better than exim.

For many of our customers, we setup ECMSquared (exim), but also configure 
another machine with postfix and make that a smarthost for outbound email for 
exim and for the rest of their local systems.

You can also setup postfix on the SAME machine as your exim config listening on 
a different port on localhost only and then all your queueing is handled by 
this completely separate process. You do have to watch out for some possible 
configs where you end up with a loop, but you have to try hard to make that 
happen.
