Try running 'exim -bt <some address>' to see how Exim is routing that
address. Clues are usually forthcoming.

Your dnslookup router looks to have a 'tables =' setting - don't know
where you found that, but it's not valid and is probably stopping that
router working. You probably need a 'domains=' setting instead.
