Using /etc/exim4/exim4.conf turns off all Debian magic and leaves you with a completely manually configured exim. All Debian config is irrelevant once this file exists. Your exim config is now one line long and completely broken. If you don't know how to manually configure exim, please update to the latest Debian package, remove that file and run dpkg-reconfigure exim4-config.
