"More sensible' only if/as/when the server is running with enough load that the non-delivery, gather-hints-only first pass can provide enough gain to pay back its cost in delay time and resource use. Unless operating 'queue_only' that is arguably an edge case, even for a busy server, at least over a 24-hour day, 7-day week. Turn up the logging, try it, and compare the stats after a day or a week.
