UK based company Cable & Wireless operate mail servers on behalf of all UK police forces - certainly when delivering outgoing emails from the police. They use Exim. It is part of the PNN3 contract. Email addresses ending with .pnn.police.uk are processed by C&W. London's Met Police has its own incoming and outgoing servers (don't know what they use). They also use the C&W service. C&W's contact details available. C&W also operate the UK's National Heath Service email systems which are, and have been, routinely using false or non-existant HELO / EHLO names exactly like spammers. They might use Exim. Contact details available. Both operations, police and NHS, probably handle more than 1m emails daily.
